WIA-DEF-020 establishes comprehensive ethical frameworks, legal guidelines, and operational procedures for autonomous weapon systems ensuring meaningful human control, compliance with international humanitarian law, algorithmic accountability, and responsible AI development. This standard addresses rules of engagement, targeting decisions, collateral damage assessment, fail-safe mechanisms, and continuous monitoring of lethal autonomous systems.
All autonomous weapon systems MUST maintain meaningful human control over lethal force decisions. No autonomous system may select, engage, or attack human targets without explicit human authorization. AI may recommend targets and assess threats, but the final decision to employ lethal force must always rest with a human operator who understands the context, consequences, and legal implications.

Parties to a conflict shall at all times distinguish between the civilian population and combatants and between civilian objects and military objectives. Autonomous systems MUST reliably distinguish combatants from civilians with >99% accuracy.
Attacks which may be expected to cause incidental loss of civilian life must not be excessive in relation to the concrete and direct military advantage anticipated. Autonomous systems MUST estimate collateral damage and require human judgment on proportionality.
Constant care shall be taken to spare the civilian population. All feasible precautions must be taken in the choice of means and methods of warfare. Autonomous systems MUST select weapons and timing minimizing civilian harm.
