# WIA-airport-operations PHASE 3 — PROTOCOL Specification

This document defines the protocols that govern an
airport operator: the ICAO Annex 14 + Doc 9981
PANS-Aerodromes operational discipline; the ICAO
Annex 19 + Doc 9859 SMS discipline; the runway-
incursion-prevention discipline (ICAO Doc 9870 +
EUROCAE ED-99 A-SMGCS); the ARFF (aircraft rescue
and firefighting) response-time discipline (ICAO
Annex 14 §9.2 + Doc 9137 Part 1); the wildlife-
hazard-management discipline (ICAO Doc 9137 Part 3);
the FOD-control discipline; the de-icing discipline
(SAE AS 6286 + AEA fluid-handling); the A-CDM
discipline; the ground-handling discipline (IATA
AHM); the airport-emergency-plan discipline (ICAO
Annex 14 Chapter 9 + Doc 9137 Part 7); the
mandatory-occurrence-reporting discipline (EU Reg
376/2014); the SeMS (Security Management System)
discipline (ICAO Annex 17); and the supervisory and
investigatory cooperation discipline.

## §1 ICAO Annex 14 Operational Discipline

The Annex 14 discipline:

- Aerodrome certification per Doc 9774 — the
  operator's certificate is issued by the national
  civil aviation authority and renewed on the
  jurisdiction's cadence.
- Movement-area maintenance per Doc 9137 Part 9 —
  pavement evaluation, lighting maintenance, marking
  refresh, sign integrity.
- Pavement classification number (PCN) reported per
  Annex 14 §1.7 with the pavement type, subgrade
  category, tyre pressure category, and evaluation
  method.
- Obstacle limitation surfaces enforced per Annex
  14 Chapter 4.

## §2 ICAO Annex 19 + Doc 9859 SMS Discipline

The SMS discipline operates the four pillars:

- Safety policy and objectives — published policy,
  accountable executive, responsibilities and
  authorities, coordination, documentation.
- Safety risk management — hazard identification,
  risk assessment, mitigation.
- Safety assurance — performance monitoring,
  internal investigation, change management,
  continuous improvement.
- Safety promotion — training, communication.

The SMS hazard-and-occurrence record (PHASE-1 §10)
is the source-of-record for the operator's annual
state-safety-program submission.

## §3 Runway-Incursion-Prevention Discipline (ICAO
       Doc 9870 + EUROCAE ED-99)

The runway-incursion-prevention discipline:

- ICAO Doc 9870 Local Runway Safety Team (LRST)
  with ATC, airline, ground-handler, airport, and
  regulator participation.
- A-SMGCS deployment per EUROCAE ED-87 (Levels 1-2
  surveillance and routing) + ED-99 (Levels 3-4
  guidance and control with conflict alerting).
- Stop-bar discipline at runway-holding positions.
- Hot-spot identification and publication on the
  airport AIP entry.
- Pilot-and-controller phraseology per ICAO Doc
  4444 PANS-ATM.

## §4 ARFF Response-Time Discipline (ICAO Annex 14
       §9.2 + Doc 9137 Pt 1)

The ARFF discipline:

- ARFF category determined per Annex 14 §9.2.2
  (aircraft length / fuselage width).
- Required extinguishing agent quantity per Annex
  14 §9.2.10.
- Response time — first ARFF vehicle arrives at
  the end of any operational runway within 3
  minutes; the rest of the response within 4
  minutes.
- Annual full-scale emergency exercise per Annex
  14 §9.1.

## §5 Wildlife-Hazard-Management Discipline (Doc
       9137 Pt 3)

The wildlife-hazard-management discipline:

- Wildlife Hazard Assessment (WHA) per ICAO Doc
  9137 Part 3 + FAA AC 150/5200-32.
- Wildlife Hazard Management Plan (WHMP) per
  US FAA 14 CFR 139.337 (US-jurisdiction).
- Strike-data submission to FAA Form 5200-7 and
  the ICAO IBIS database.
- Habitat-modification, harassment, lethal-control,
  and air-traffic-control coordination measures.

## §6 FOD-Control Discipline

The FOD discipline:

- Daily runway-and-taxiway inspections per Annex 14
  Chapter 10 + Doc 9137 Pt 9.
- Vehicle-mounted runway sweeps as appropriate.
- Automated FOD-detection systems in deployment-
  scope airports (CAT-II/III ILS-served operations
  often justify the investment).
- FOD-removal logs maintained for examination.

## §7 De-Icing Discipline (SAE AS 6286 + AEA)

The de-icing discipline:

- Deicer training and qualification per SAE AS 6286.
- Fluid-application records per the AEA Recommendations
  for De-Icing / Anti-Icing of Aircraft on the
  Ground.
- Holdover-time tables specific to fluid type, OAT,
  and precipitation per the AEA / FAA / TC
  publications.
- Post-deicing aircraft check (the contamination-
  free condition verified before take-off).

## §8 A-CDM Discipline (IATA RP 1750)

The A-CDM discipline operationalises the 16-
milestone exchange among airline, ground-handler,
ANSP, and airport. The operator's A-CDM platform
publishes target off-block time (TOBT), target
start-up approval time (TSAT), and calculated take-
off time (CTOT) updates. Target predictability
improves arrival / departure punctuality.

## §9 Ground-Handling Discipline (IATA AHM)

The IATA AHM discipline:

- Standard Ground Handling Agreement (AHM 810) is
  the contracting baseline.
- Service specifications (AHM 911 / 913 / 920)
  govern the per-service performance.
- Training-and-competency standards per AHM 1110.
- IATA Resolution 753 bag-tracking is exercised at
  acquisition, load, transfer, and arrival.
- IGOM (IATA Ground Operations Manual) operational
  procedures.

## §10 Airport-Emergency-Plan Discipline

The AEP discipline:

- Plan content per Annex 14 §9.1 + Doc 9137 Pt 7.
- Coverage — aircraft accident on/off aerodrome,
  structural fire, dangerous goods incident,
  natural disaster, bomb threat, medical emergency.
- Drill cadence — biennial full-scale, annual
  partial-scale, quarterly tabletop.
- Lessons-learned from drills feed the plan
  revision cycle.

## §11 Mandatory-Occurrence-Reporting Discipline

For EU-jurisdiction operators Reg (EU) 376/2014:

- Mandatory occurrence reports (MOR) filed within
  72 hours via the eccairs reporting system.
- Voluntary occurrence reports filed under the
  just-culture provisions.
- The European Central Repository (ECR) ingests
  all MORs; sanitised data feeds the Annex 19
  state-safety-program reviews.
- For KR-jurisdiction the equivalent KR 항공안전법
  의무보고 + 자율보고 channels apply.

## §12 SeMS Discipline (ICAO Annex 17)

The Security Management System (SeMS) discipline:

- Annex 17 covers the security baseline at airports
  — access control, perimeter security, security
  screening of passengers and cargo, vehicle
  permits, and crisis-management.
- The operator's security programme is approved by
  the national-civil-aviation-authority security
  branch.
- TSA SD requirements (US-jurisdiction) and the
  EU Reg (EU) 2015/1998 implementing rules
  (EU-jurisdiction) operationalise the discipline.

## §13 Identity, Time and Audit Discipline

NTPv4 stratum-2 or better is the operator's clock
baseline. Audit-events are emitted for every A-CDM
milestone update, ground-handling service event,
runway-incursion / wildlife-strike / FOD detection,
AEP activation, SMS report, and supervisory
correspondence.

## §14 Friction Measurement and Runway Surface
        Condition Discipline

The runway-surface-condition discipline:

- Runway-friction measurements per ICAO Annex 14
  Appendix 5 + Doc 9981 Procedures for Air Navigation
  — friction-measurement equipment, measurement
  cadence (after every snow event, after every
  rain event in winter), and minimum-friction-level
  reporting.
- Global Reporting Format (GRF) introduced in ICAO
  Annex 14 Amendment 14B / Doc 10064 — runway-
  condition-code (RWYCC) reporting in SNOWTAM.
- Snow-and-ice-control plan per Annex 14 Chapter
  10 + Doc 9137 Pt 2 (now consolidated into Doc
  9981).
- Coordination with the airline operations centre
  for take-off/landing performance computations
  using the reported RWYCC.

## §15 Disabled Aircraft Removal and Aerodrome
        Recovery Discipline

Per ICAO Annex 14 §9.3 + Doc 9137 Pt 5:

- Disabled-aircraft-removal plan covering the
  largest aircraft normally using the aerodrome.
- Mutual-aid agreement with the airline /
  airframer's recovery team for major recovery
  operations.
- Spare runway or alternate-operations protocol
  during the recovery window.
- Notice-to-airmen (NOTAM) coordination.

## §16 Aerodrome Mapping Database (AMDB) Discipline

The AMDB discipline:

- AMDB constructed and maintained per RTCA DO-272F
  / EUROCAE ED-99B specifications.
- AMDB feeds the airport's Electronic Flight Bag
  (EFB) consumers and the A-SMGCS surface display.
- Update cycles aligned with the AIRAC cycle
  (28-day) so AMDB consumers receive consistent
  versioning.
- Coordination with the national AIS authority for
  AMDB publication through the AIP.

## §17 Aerodrome Inspection and Self-Audit Discipline

The operator's inspection discipline:

- Daily inspection of the movement area (runways,
  taxiways, aprons) per ICAO Annex 14 Chapter 10
  + Doc 9137 Pt 9.
- Weekly inspection of the airfield-lighting
  system.
- Monthly review of the SMS hazard-and-occurrence
  register.
- Annual self-audit against the operator's
  certificate basis (FAA 14 CFR Part 139 / EASA
  Reg 139/2014 / KR 항공안전법).
- Findings feed the operator's corrective-action
  workflow with documented owners and due dates.

## §18 Conformance

Implementations claiming PHASE-3 conformance enforce
the discipline at every relevant decision point,
satisfy the Annex 14 + Annex 19 + Doc 9981 baseline,
exercise the SMS / AEP / SeMS / runway-incursion /
wildlife-hazard / FOD / de-icing disciplines on the
operator's published cadence, and report under EU
Reg 376/2014 + 14 CFR Part 139 + KR 항공안전법
의무보고 the operating jurisdiction's regime.
